Overview
Welcome to the Illinois Coalition for I/DD System Redesign, a broad-based effort aimed at co-creating a shared vision for the future of the Illinois Intellectual and Developmental Disabilities (I/DD) service system. Our commitment is to transform the I/DD system in Illinois into a more person-centered, efficient, and integrated model.
Who We Are
We are a collaborative coalition of stakeholders comprised of agency leaders, policymakers, advocates, and individuals directly impacted by I/DD services in Illinois. Together, we aim to explore innovative solutions and build a framework for a system that not only meets needs but creates opportunities for people with I/DD diagnoses to thrive.
Why Now?
In the wake of historic investments in our field, the time is ripe for a deep, collective re-evaluation of our system's infrastructure. We must take this moment to move from incremental change to transformational progress.
What's Our Goal
Our primary goal is to begin the process of building a unified vision for the future of the I/DD system in Illinois. This vision aims to:
- Shift from a service-oriented model to a person-centered system.
- Create a seamless, integrated system that addresses current and long-term needs across the entire I/DD spectrum.

The Friday closing keynote presentation will feature a moderated roundtable discussion with statewide leaders on I/DD policy and services to begin a collaboration on system redesign. As these discussions are in their early stages, it is vital we gather input from across the service array, DSPs, QIDPs, program supervisors, management & administration, etc. This IARF What’s Your Buzz session is geared towards maximum input and participation from session attendees on near and mid-term opportunities for system redesign to better inform our leadership workgroup.

  • Learn from the Co-Chairs of the IARF System Redesign Initiative Workgroup on early efforts to coordinate a collaborative vision for a person-centered system;
  • Hear colleagues in service identify pressure points that impede system redesign;
  • Produce collaborative recommendations to address such pressure points to advance system redesign in the near and/or mid-term.

 

System Redesign Initiative - Roundtable Discussion with Illinois Leaders in Developmental Disabilities Policy and Services

Since 2018, Illinois has made significant investments in community-based I/DD services and supports. From 2014 – 2024, Illinois invested an additional $875 million into improving rates and reimbursements, and through the Guidehouse rate study, we can expect work on future investments.  While these investments have been crucial to sustainability, workforce, and managing the Ligas Consent Decree requirements, it is time we look forward and craft a shared vision for the future of services and supports.<br>

Our closing conference keynote will feature a roundtable discussion with statewide leaders in disability policy and services, moderated by Coleman Foundation President & CEO Shelley A. Davis, to begin collaborative discussions towards an I/DD service system which represents national best practice for delivering person centered services and supports.<br>

  • Engage with statewide I/DD organizational leadership on their respective goals for system redesign in Illinois;
  • Understand the importance of data – what is collected now and what could be collected in the future – to understanding service needs and capacity.
  • Discuss how existing regulatory, policy, and funding approaches could evolve toward a person-centered system;
